The Northwest Pennsylvania Workforce Investment Board (NWPA WIB) is committed to a quality system that coordinates and customizes services that optimize community workforce resources; simplifies access to education, training and employment opportunities; supports a highly effective communications network for the public and private sectors; and leads to a workforce, job attainment, retention and career advancement.

Chief Local Elected Officials:
The Chief Local Elected Officials (CLEOs) consist of the County Commissioners of Clarion, Crawford, Forest, Venango and Warren Counties and the County Executive of Erie County. The CLEOs are charged with organizing and implementing activities pursuant to the ACT for the purposes of administering the federal Workforce Investment Act (WIA) in each county of the Northwest Pennsylvania region. The CLEOs also work in conjunction with the Northwest Pennsylvania Workforce Investment Board (NWPA WIB) Fiscal Committee to review and approve the annual budget for all WIB operations to include the Policy and Planning Division, the Fiscal Agent - Regional Center for Workforce Excellence (RCWE) and the Pennsylvania CareerLink® System.

Executive Committee:
The role of the Northwest Pennsylvania Workforce Investment Board (NWPA WIB) Executive Committee is to work with the Chief Executive Officer (CEO) to provide oversight to the WIB committees and ensure the effective functioning of the WIB for the region. The Executive Committee also ensures that the Regional Center for Workforce Excellence (RCWE) and the PA CareerLink® Operators Consortium have a functional, governing Board of Directors and a committee structure that supports their specific needs and ensures they are effectively achieving their mission.

Youth Council:
The Youth Council is a mandatory subgroup within each Workforce Investment Board in the country. Youth Council members are appointed in cooperation with the CLEOs. The Youth Council both supports and advises the WIB in the establishment and delivery of youth services.

Local Management Committee:
The Local Management Committee (LMC) was created to provide County Assistance Offices (CAOs) with a mechanism to direct employment and training contractors so that welfare clients receive the best possible service. It exists to provide CAOs with a strong voice in how services are provided to welfare clients. The LMC is a group that determines the details of how employment and training rules will be implementd in our local area. It coordinates the operation of employment and training programs. The LMC also writes and issues bids to procure employment and training services for clients. Voting members include representatives from the CAO, the WIA, educational agencies, PA CareerLink®, and economic development agencies.

Fiscal Committee:
The Northwest Pennsylvania Workforce Investment Board Fiscal Committee works in cooperation with the CLEOs to review and mark recommendations on the Workforce Investment Act budget, special projects and general financial matters. They also review the performance of the Fiscal Agent - Regional Center for Workforce Excellence (RCWE) employees to make recommendations to the NWPA WIB Executive Committee.
