Site Administrator Job Posting
The Northwest Pennsylvania Workforce Investment Board and the PA CareerLink® Venango County, located in Oil City, PA, and PA CareerLink® Clarion County, located in Clarion, PA are seeking applicants for a Site Administrator to be responsible for these two locations. This position will have the responsibility for the overall management and operation of the local CareerLink. Candidates must demonstrate superior leadership and team development skills, possess a high level of management competency, and able to function in a fast paced environment.
The position requires the ability to understand and work closely with the needs of local businesses, serve a diverse labor pool, and provide a value-added service to the community. The successful candidate will be a strategic thinker and a hands-on leader. He/she must effectively instill a sense of urgency in building a strong team among the various CareerLink partners, with a commitment to superior customer service, quality performance, and accountability. This individual must be willing to take calculated risks and demonstrate initiative. The successful candidate must be able to identify opportunities for improvement, delegate effectively, encourage innovation and creativity, implement action, and monitor progress. This position also requires extensive travel within the region for assignments, meetings, community involvement, seminars and training. This position will report directly to the Director of Operations.
Requirements include:
- Bachelor’s Degree in business administration, management, marketing or related field.
- Five years of management experience or organizational responsibility in a business operation, with working knowledge of financial reports and organizational budgets.
- Knowledge of Malcolm Baldrige principles (or other continuous improvement methodologies) and Workforce Investment Act policies and regulations highly desirable.
- Experience in Workforce Development highly desirable.
- Experience creating, updating, and implementing business plans, regulatory compliance documents, or other legal contracts.
- High levels of teamwork, organizational, time management, analytical, planning and communication skills are required.
Essential Duties include but are not limited to:
· Providing functional leadership of Staff
· Organize and Direct Operations
· Establish and communicate performance standards
· Establish and enforce policies and procedures

· Implement Service Delivery systems for customers
· Implement staff development process
· Implement and develop staff training initiatives
· Implement processes within operational environment
· Coordinate agency participation in service delivery.
